Conservation Programs

Provincial Conservation Programs

Conservation Demand Management (CDM) programs are mandatory for all Power Corporations / LDCs in Ontario between 2010 – 2020. The programs’ purpose is to reduce the amount of energy consumption. It is cheaper to conserve a kWh than to produce a kWh!

Regulated Conservation Programs

APC, FAPC and KPC chose to deliver conservation programs to customers through two CDM programs:

  • Home Energy Audits and Retrofits
  • Small Business Lighting Retrofits

APC, KPC, and FAPC started CDM delivery in 2013 – 3 years late. Concessions were provided to accommodate remote factor, late start, and lack of capacity and resources.

Addressing the Challenges: Adapting Provincial CDM Programs to Remote FN Communities

  • COTC staff educated and informed the government about the specific needs of remote FN communities.
  • Educated Power Corporation General Managers and Board members about mandatory CDM programs and regulatory issues
  • Formed a working group with three GMs and some Board members, FNEI CEO and COTC staff – regular presentations to update and inform
  • COTC staff worked with the Power Corporations’ lawyer to adapt the Provincial CDM plans to suit their needs
